2018 Project of investigating and verifying contamination for soil and groundwater in Taipei City

In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with people’s pleading. Thus, Taipei Environmental Protection Bureau (the “EPB”) has been continuously monitoring the potential sites of contaminated soil and groundwater in its own authority region, including Guandu Plain Agricultural Zone, Neihu Refuse Incineration Plant and Xinglong Elementary School as well as underground storage tank (UST). Additionally, the work of inspection, verification and control measures has been implemented over restrained contaminated area. The EPB has commissioned Pro. Vision Environmental Engineering Corporation (PVEEC, the “team”) to be the chief executive of “2018 Project of investigating and verifying contamination for soil and groundwater in Taipei City” (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work. Reviewing the known results, those onsite monitoring wells with higher ammonia, iron and manganese concentration were mostly at Guandu Plain Agricultural Zone, Neihu Refuse Incineration Plant and Xinglong Elementary School; whilst higher concentrations of arsenic appeared at Guandu Plain Agricultural Zone. Besides, a total of 50 monitoring wells have carried out monitoring well internal functions and external appearance patrol and maintenance. The team had maintained 4 groundwater monitoring wells external appearance, maintained 3 monitoring wells internal functions followed by camera shooting inside the well to assure of tidiness, and shifted 5 monitoring wells, etc.. The team has supported EPB to 100% report the situation of gas stations in Q1 2018, Q2 2018, and Q3 2018.In this year the team had also monitored seventy-eight gas stations in operation, and five one of them went through the GC–FID analysis, and the results showed that in Sure Jihe gas station and NPC Gangqian Road gas station giving potential of soil and groundwater contamination. Under the known condition soil and groundwater investigation started at Sure Jihe gas station, the analysis results show that total petroleum hydrocarbon of soil was exceeding the control standard and MTBE of groundwater (simple wells) was also exceeding the control standard. Thus, on September 17 the team had arranged one installation of standard monitoring well at the Sure Jihe gas station, but the outcome told no sight of exceeding the monitoring standards, however gasoline odour in groundwater indicated the oil leakage maybe happen. In addition, we also handled pollution contingency planning at two gas station, which were BingJiang gas station and NPC Gangqian Road gas station, the results show that these two gas stations with no risk for pollution. In this year there had been fifty samplings for the specific area soil. Through XRF screening and the laboratory analysis the team had found WanFu elementary school’s soil exceeding the farmland monitoring standard. It is suggested to continue overseeing those restrained sites to update the situation of improvement of each, and carry out the performance inspection over those completing the remediation, which including Metropolitan Transport Co., Ltd Neihu station and Smile Neihu gas station. In addition, the investigation of sediments around the Tamsui River has done this year. There had been two sessions (attended by 719 people) hold for legitimacy explanation on Soil and Groundwater Pollution Act and twelve sessions (attended by 344 students) of campus education. People attending included civilians, relevant businessmen, pupils or students, and administrators. The effect was expected not only to promote the society’s knowledge of soil and groundwater protection, but also to hear attendee’s opinion as part of administration improvement in the future.
